Abstract
Carlos Alirio Muñoz López is a Colombian public administrator, who served as councilman (2003-2007, 2008-2011) and mayor (2012-2015) endorsed by the Colombian Conservative Party in the municipality of Bello, Antioquia. His election for the municipal mayor's office on December 18, 2011 took place in a different context than usual, this due to the fact that the first electoral process held on October 30 of the same year won the blank vote in which he had been reelected as councilman, a position he subsequently resigned to run for mayor of the aforementioned place.
